android - get city name in andorid using ip address without GPS -

i can able city name in android using gps or network provider

i tried locationmanager , if gps off location manager , location getting null.

why without gps ? reason battery getting low soon. improve battery performance dont want turn on gps .

is there way without turning on gps able city name in android? or if gps off why location manager getting null? how solve
